Just wanted to take the group's temperature on this one. Is there any
interest in a QuickBooks tool that does the following:

Allows distributing a bill among multiple QB company files. In the
process it will create an intercompany transaction that creates bills
in the subsidary companies (payable to the parent company) and invoices
in the parent company (using the subsidiary company as the customer).

Most people use classes but there is currently no way I know of to
distribute a bill to multiple companies. Might be good for parent or
management companies. I've got a nice tool that will do this.

Not possible. You would have to create the invoice in the file for the
company which is to receive the funds, and manually enter it into the
Purchases Journal for the parent company.
